John McCall 73fc0385de Attempt to not place ownership qualifiers on the result type 
of block declarators.  Document the rule we use.

Also document the rule that Doug implemented a few weeks ago
which drops ownership qualifiers on function result types.

Douglas Gregor cd78037ad1 In Objective-C ARC, completely ignore ownership qualifiers on the 
return type of a function by canonicalizing them away. They are
useless anyway, and conflict with our rules for template argument
deduction and __strong. Fixes <rdar://problem/12367446>.

Patrick Beard acfbe9e1f2 Added a new attribute, objc_root_class, which informs the compiler when a root class is intentionally declared. 
The warning this inhibits, -Wobjc-root-class, is opt-in for now. However, all clang unit tests that would trigger
the warning have been updated to use -Wno-objc-root-class. <rdar://problem/7446698>
