Functions without prototypes in C (also known as K&R C functions) were
introduced into C89 as a deprecated feature and C2x is now reclaiming
that syntax space with different semantics. However, Clang's
-Wstrict-prototypes diagnostic is off-by-default (even in pedantic
mode) and does not suffice to warn users about issues in their code.
This patch changes the behavior of -Wstrict-prototypes to only diagnose
declarations and definitions which are not going to change behavior in
C2x mode, and enables the diagnostic in -pedantic mode. The diagnostic
is now specifically about the fact that the feature is deprecated.
It also adds -Wdeprecated-non-prototype, which is grouped under
-Wstrict-prototypes and diagnoses declarations or definitions which
will change behavior in C2x mode. This diagnostic is enabled by default
because the risk is higher for the user to continue to use the
deprecated feature.

Set default version for OpenCL C to 1.2. This means that the
absence of any standard flag will be equivalent to passing
'-cl-std=CL1.2'.
Note that this patch also fixes incorrect version check for
the pointer to pointer kernel arguments diagnostic and
atomic test.

When '__cl_clang_function_pointers' extension is enabled
the parser should allow obtaining the function address.

With the internal clang extension '__cl_clang_variadic_functions'
variadic functions are accepted by the frontend.
This is not a fully supported vendor/Khronos extension
as it can only be used on targets with variadic prototype
support or in metaprogramming to represent functions with
generic prototype without calling such functions in the
kernel code.

The new clang internal extension '__cl_clang_function_pointers'
allows use of function pointers and other features that have
the same functionality:
- Use of member function pointers;
- Unrestricted use of references to functions;
- Virtual member functions.
This not a vendor extension and therefore it doesn't require any
special target support. Exposing this functionality fully
will require vendor or Khronos extension.

OpenCL disallows using variadic arguments (s6.9.e and s6.12.5 OpenCL v2.0)
apart from some exceptions:
- printf
- enqueue_kernel
This change adds error diagnostic for variadic functions but accepts printf
and any compiler internal function (which should cover __enqueue_kernel_XXX cases).
It also unifies diagnostic with block prototype and adds missing uncaught cases for blocks.
