Latest isl versions require clang to build a 'dist' package. Make sure
we actually ask for it.
While being there, also make sure we build isl on all cores.

The bindings currently need to be generated manually, as they are not yet
part of the official isl distribution. Hence, we keep them across updates
assuming they only need to be updated when new functions or functionality
should be exposed.

The script will checkout the most recent master from
http://repo.or.cz/isl.git into /tmp, create a distribution tarball, and
extract it as replacement of lib/External/isl. After that it can be
committed to the Polly repository.
