One small functionality change in PTX. PTX had commented out the machine
verifier parts in their copy of printAndVerify. That now calls the version in
LLVMTargetMachine. Users of PTX who need verification disabled should rely on
not passing the command-line flag to enable it.

- Add TSFlags for the instruction formats. The idea here is to use
as much encoding as possible from getBinaryCodeForInstr, and having
TSFLags formats for that would make it easier to encode most part
of the instructions (since Mips encodings are pretty straightforward)
- Improve the mips mechanism for compilation callback
- Add Mips specific code for invalidating the instruction cache
- Next patch will address wrong tablegen encoding

completely unused (and unless I'm mistaken, is supposed to have the
same effect that -relocation-model=dynamic-no-pic should have),
and -disable-mips-abicall appears to be effectively a
synonym for -relocation-model=static. Adjust the few users of hasABICall
to checks which seem more appropriate. Update MipsSubtarget,
MipsTargetMachine, and MipselTargetMachine to synchronize with recent
changes.

use the old behavior, the flag is -O0. This change allows for finer-grained
control over which optimizations are run at different -O levels.
Most of this work was pretty mechanical. The majority of the fixes came from
verifying that a "fast" variable wasn't used anymore. The JIT still uses a
"Fast" flag. I'll change the JIT with a follow-up patch.
