--gdb-index currently crashes when reading a translation unit with
DWARF v5 .debug_loclists . Call stack:

This patch adds support for .debug_loclists to make `DWARFUnit::tryExtractDIEsIfNeeded` happy.
Building --gdb-index does not need .debug_loclists
