The default Altivec ABI was implemented but the clang error for specifying
its use still remains. Users could get around this but not specifying the
type of Altivec ABI but we need to remove the error.

The previous implementation required that `-maltivec` be specified when using either `-mabi=vec-extabi` or `-mabi=vec-default`, this patch removes that requirement.

Add powerpcle support to clang.
For FreeBSD, assume a freestanding environment for now, as we only need it in the first place to build loader, which runs in the OpenFirmware environment instead of the FreeBSD environment.
For Linux, recognize glibc and musl environments to match current usage in Void Linux PPC.
Adjust driver to match current binutils behavior regarding machine naming.
Adjust and expand tests.

For a default visibility external linkage definition, dso_local is set for ELF
-fno-pic/-fpie and COFF and Mach-O. Since default clang -cc1 for ELF is similar
to -fpic ("PIC Level" is not set), this nuance causes unneeded binary format differences.
To make emitted IR similar, ELF -cc1 -fpic will default to -fno-semantic-interposition,
which sets dso_local for default visibility external linkage definitions.
To make this flip smooth and enable future (dso_local as definition default),
this patch replaces (function) `define ` with `define{{.*}} `,
(variable/constant/alias) `= ` with `={{.*}} `, or inserts appropriate `{{.*}} `.
Added support for the options mabi=vec-extabi and mabi=vec-default which are analogous to qvecnvol and qnovecnvol when using XL on AIX.
The extended Altivec ABI on AIX is enabled using mabi=vec-extabi in clang and vec-extabi in llc.

Summary:

Users need to specify -fsemantic-interposition to get semantic
interposition behavior.
Semantic interposition is currently a best-effort feature. There may

The alias was only ever used on darwin and had some issues there,
and isn't used in practice much. Also fixes a problem with -mno-altivec
not turning off -maltivec.
Also add a diagnostic for faltivec/fno-altivec that directs users to use
maltivec options and include the altivec.h file explicitly.

Lots of tests are using an explicit target triple w/o first checking that the
target is actually available. Add a REQUIRES clause to a bunch of them. This should
hopefully unbreak bots which don't configure w/ all targets enabled.

evaluator into constant initializer handling / IRGen. The practical consequence
of this is that the bitcast now lives in the constant's definition, rather than
in its uses.
The code in the constant expression evaluator was producing vectors of the wrong
type and size (and possibly of the wrong value for a big-endian int-to-vector
bitcast). We were getting away with this only because we don't yet support
constant-folding of any expressions which inspect vector values.
