Currently LLVM CFI tries to use an implicit blacklist file, currently
in /usr/lib64/clang/<version>/share. If the file is not there, LLVM
happily continues, which causes CFI to add checks to files/functions
that are known to fail, generating binaries that fail. This CL causes
LLVM to die (I hope) if it can't find these implicit blacklist files.

Ideally, we'd only use the ubsan blacklist for ubsan sanitizers, and only use
the other-sanitizer blacklist for its sanitizers, but this at least enables the
intended suppressions.

Tests fall into one of the following categories:
- The requirement was unnecessary
- Additional quoting was required for backslashes in paths (see "sed -e
's/\\/\\\\/g'") in the sanitizer tests.
- OpenMP used 'REQUIRES: shell' as a proxy for the test failing on
Windows. Those tests fail there reliably, so use XFAIL instead.
I tried not to remove shell requirements that were added to suppress
flaky test failures, but if I screwed up, we can add it back as needed.

Summary:
Do not include default sanitizer blacklists into -M/-MM/-MD/-MMD output.
Introduce a frontend option -fdepfile-entry, and only insert them
for the user-defined sanitizer blacklists. In frontend, grab ExtraDeps
from -fdepfile-entry, instead of -fsanitize-blacklist.

If the linker is gcc (the default for Generic_ELF toolchains), we end up
passing most of the arguments to the linker.
Some tests were failing to account for this in their usage of *-NOT: lines
and would fail if compiled with
-DLLVM_DEFAULT_TARGET_TRIPLE=x86_64-unknown-unknown

Summary:
Allow user to provide multiple blacklists by passing several
-fsanitize-blacklist= options. These options now don't override
default blacklist from Clang resource directory, which is always
applied (which fixes PR22431).
-fno-sanitize-blacklist option now disables all blacklists that
were specified earlier in the command line (including the default
one).
