Currently `yaml2obj` require `Offset` field in a relocation description.
There are many cases when `Offset` is insignificant in a context of a test case.
Making `Offset` optional allows to simplify our test cases.
This is what this patch does.
Also, with this patch `obj2yaml` does not dump a zero offset of a relocation.

Previously, we showed the following message for an unknown relocation:
foo.o: unrecognized reloc 256
This patch improves it so that the error message includes a symbol name:
foo.o: unknown relocation (256) against symbol bar

A section was passed to getRelExpr just to create an error message.
But if there's an invalid relocation, we would eventually report it
in relocateOne. So we don't have to pass a section to getRelExpr.

Since yaml2obj is now able to parse integer values as relocation types,
there is no need to keep hex edited elf object for this test,
we can produce it on fly, just like this patch do.

Our reporting for that case was just like:
ld.lld: error: do not know how to handle relocation 'R_386_PC8' (23)
It did not give any information about error location.
Patch adds filename to error.
