By encoding ABI-affecting properties in the name of the ABI list, it
makes it clear when an ABI list test should or should not be available,
and what results we should expect.
Note that we clearly don't encode all ABI-affecting parameters in the
name right now -- I just ported over what we supported in the code that
was there previously. As we encounter configurations that we wish to
support but produce different ABI lists, we can add those to the ABI
identifier and start supporting them.
This commit also starts checking the ABI list in the CI jobs that run
a supported configuration. Eventually, all configurations should have
a generated ABI list and the test should even run implicitly as part of
the Lit test suite.

Instead of having to remember the command-line to use every time, this
commit adds a CMake target to generate the ABI list in the current
configuration, if it is supported.
As a fly-by change, remove scripts that are now unused (sym_match.py
and sym_extract.py).
Previously, we would define new/delete in both libc++ and libc++abi.
Not only does this cause code bloat, but also it's technically an ODR
violation since we don't know which operator will be selected. Furthermore,
since those are weak definitions, we should strive to have as few of them
as possible (to improve load times).
My preferred choice would have been to put the operators in libc++ only
by default, however that would create a circular dependency between
libc++ and libc++abi, which GNU linkers don't handle.
Folks who want to ship new/delete in libc++ instead of libc++abi are
free to do so by turning on LIBCXX_ENABLE_NEW_DELETE_DEFINITIONS at
CMake configure time.
On Apple platforms, this shouldn't be an ABI break because we re-export
the new/delete symbols from libc++abi. This change actually makes libc++
behave closer to the system libc++ shipped on Apple platforms.
On other platforms, this is an ABI break for people linking against libc++
but not libc++abi. However, vendors have been consulted in D68269 and no
objection was raised. Furthermore, the definitions can be controlled to
appear in libc++ instead with the CMake option.

We previously tried re-exporting symbols that didn't exist when
exceptions were disabled. Note that building libc++abi without
exceptions still doesn't work when linking against the default-provided
libSystem.dylib, because it transitively depends on libobjc.dylib,
and that requires __gxx_personality_v0. But building libc++abi
with exceptions and libc++ without exceptions does work.
Summary:
r342805 added support for the check-cxx-abilist target on FreeBSD, but broke
the target on macOS in doing so. The problem is that the GENERIC_TARGET_TRIPLE
gets overwritten after replacing the FreeBSD regular expression, which
nullifies the replacement done with the darwin regular expression.

Libc++ frequently creates and uses utilities written in python.
Currently there are python modules under both libcxx/test and
libcxx/util. My goal with these changes is to consolidate them
into a single package under libcxx/utils/libcxx.

The check-cxx-abilist rule uses TARGET_TRIPLE to determine which
ABI list to check. However the triple on Apple contains the darwin
version which changes frequently, but libc++ doesn't need
different ABI lists for each darwin version.
This patch strips the minor version and patchlevel from TARGET_TRIPLE
before using it to determine the ABI list.

This patch re-commits a previous attempt to support building libc++ w/o
an ABI library. That patch was originally reverted because:
1) It forgot to teach the test suite about "default" ABI libraries.
2) Some LLVM builders don't clear the CMake cache between builds. The previous
patch caused those builders to fail since their old cache entry for
LIBCXX_CXX_ABI="" is no longer valid.
The updated patch addresses both issues. It works around (2) by adding
a hack to force the builders to update their cache entries. The hack will
be removed shortly once all LLVM builders have run.

Currently sym_check almost all names found in the binary, including those
which are defined in other libraries. This makes our ABI lists harder to maintain.
This patch adds a --only-stdlib-symbols option to sym_check which removes
all symbols which aren't possibly provided by libc++. It also re-generates
the linux ABI list after making this change.

This patch adds a `check-cxx-abilist` target which verifies the libc++.so ABI
when the current build configuration matches the configuration used to generate
the ABI lists.
In order to make this change `HandleOutOfTreeLLVM.cmake` needed to be modified
to include `LLVMConfig.cmake` so that `TARGET_TRIPLE` is defined. Hopefully
the changes needed to accommodate this won't break existing build
configurations.
