Allow readonly functions to unwind exceptions. Teach

the optimizers about this. For example, a readonly
function with no uses cannot be removed unless it is
also marked nounwind.

Ding dong, the DoesntAccessMemoryFns and

OnlyReadsMemoryFns tables are dead! We
get more, and more accurate, information
from gcc via the readnone and readonly
function attributes.
