Also add the +mutable-globals features in clang when building with `-fPIC` since the linker will generate mutable globals imports and exports in that case. Sam Clegg	fd1c894a4a	[lld][WebAssembly] Convert some lld tests to assembly ... When we originally wrote these tests we didn't have a stable and fleshed out assembly format. Now we do so we should prefer that over llvm ir for lld tests to avoid including more part of llvm than necessary in order to run the test. This change converts just 30 out of about 130 test files. Keno Fischer	cadcb9eb61	[WebAssembly] Fix list of relocations with addends in lld ... Summary: The list of relocations with addend in lld was missing `R_WASM_MEMORY_ADDR_REL_SLEB`, causing `wasm-ld` to generate corrupted output. This fixes that problem and while we're at it pulls the list of such relocations into the Wasm.h header, to avoid duplicating it in multiple places.
