As it's causing some bot failures (and per request from kbarton).
This reverts commit r358543/ab70da07286e618016e78247e4a24fcb84077fda.

Second part of D58593.
Compute precise overflow conditions based on all known bits, rather
than just the sign bits. Unsigned a - b overflows iff a < b, and we
can determine whether this always/never happens based on the minimal
and maximal values achievable for a and b subject to the known bits
constraint.

The script at utils/update_test_checks.py has (had?) a bug when variables
start with the same sequence of letters (clearly, not all of the time).

This is a first step towards canonicalization and improved folding/codegen
for integer min/max as discussed here:
http://lists.llvm.org/pipermail/llvm-dev/2016-November/106868.html
Here, we're just matching the simplest min/max patterns and adjusting the
icmp predicate while swapping the select operands.
I've included FIXME tests in test/Transforms/InstCombine/select_meta.ll
so it's easier to see how this might be extended (corresponds to the TODO
comment in the code). That's also why I'm using matchSelectPattern()
rather than a simpler check; once the backend is patched, we can just
remove some of the restrictions to allow the obfuscated min/max patterns
in the FIXME tests to be matched.

The code was actually correct. Sorry for the confusion. I have expanded the
comment saying why the analysis is valid to avoid me misunderstaning it
again in the future.

This update was done with the following bash script:

cp $NAME $TEMP

I followed three heuristics for deciding whether to set 'true' or
'false':
- Everything target independent got 'true' as that is the expected
common output of the GCC builtins.
- If the target arch only has one way of implementing this operation,
set the flag in the way that exercises the most of codegen. For most
architectures this is also the likely path from a GCC builtin, with
'true' being set. It will (eventually) require lowering away that
difference, and then lowering to the architecture's operation.
- Otherwise, set the flag differently dependending on which target
operation should be tested.
Let me know if anyone has any issue with this pattern or would like
specific tests of another form. This should allow the x86 codegen to
just iteratively improve as I teach the backend how to differentiate
between the two forms, and everything else should remain exactly the
same.

exact/nsw/nuw shifts and have instcombine infer them when it can prove
that the relevant properties are true for a given shift without them.
Also, a variety of refactoring to use the new patternmatch logic thrown
in for good luck. I believe that this takes care of a bunch of related
code quality issues attached to PR8862.
