Etienne Bergeron 456177b98f [clang-tidy] Cleaning namespaces to be more consistant across checkers. 
Summary:
The goal of the patch is to bring checkers in their appropriate namespace.
This path doesn't change any behavior.

Gabor Horvath 454564a2d9 [clang-tidy] Check for suspicious string assignments. 
It is possible to assign arbitrary integer types to strings.
Sometimes it is the result of missing to_string call or apostrophes.
