`MCSchedModel` is large. Make `MCSchedModel::GetDefaultSchedModel()`
return by-reference instead of by-value, so we can store a pointer in
`MCSubtargetInfo::CPUSchedModel` instead of a copy.
Note: since `MCSchedModel` is POD, this doesn't create a static
constructor.
