Chad Rosier 90a2f9b110 Revert "[Reassociate] As the expression tree is rewritten make sure the operands are" 
This reverts commit r222142.  This is causing/exposing an execution-time regression
in spec2006/gcc and coremark on AArch64/A57/Ofast.

Reid Spencer 6e87ec4351 For PR1319: 
Remove && from the end of the lines to prevent tests from throwing run
lines into the background. Also, clean up places where the same command
is run multiple times by using a temporary file.
