StandardToSPIRV currently contains an assortment of patterns converting from
different dialects to SPIRV. This commit splits up StandardToSPIRV into separate
conversions for each of the dialects involved (some of which already exist).

This allows us to remove the `spv.mlir.endmodule` op and
all the code associated with it.
Along the way, tightened the APIs for `spv.module` a bit
by removing some aliases. Now we use `getRegion` to get
the only region, and `getBody` to get the region's only
block.

This patch is the first in a series of patches fixing markdown links and references inside the mlir documentation. I chose to split it in a few reviews to be able to iterate quicker and to ease review.
This patch addresses all broken references to other markdown files and sections inside the Dialects folder.
One change that was also done was to insert '/' between the markdown files and section:

Builtin.md#integertype
was changed to:
Builtin.md/#integertype
After compilation, hugo then translates the later to jump directly to the integer type section, but not the former. Not inserting the slash would simply jump to just the Builtin page, instead of the integertype section. I therefore changed occurrences of the former version to the later as well.

This commit add utility functions for creating push constant
storage variable and loading values from it.
Along the way, performs some clean up:
* Deleted `setABIAttrs`, which is just a 4-liner function
with one user.
* Moved `SPIRVConverstionTarget` into `mlir` namespace,
to be consistent with `SPIRVTypeConverter` and
`LLVMConversionTarget`.

To unify the naming scheme across all ops in the SPIR-V dialect, we are
moving from spv.camelCase to spv.CamelCase everywhere. For ops that
don't have a SPIR-V spec counterpart, we use spv.mlir.snake_case.

This commit shuffles SPIR-V code around to better follow MLIR
convention. Specifically,
* Created IR/, Transforms/, Linking/, and Utils/ subdirectories and
moved suitable code inside.
* Created SPIRVEnums.{h|cpp} for SPIR-V C/C++ enums generated from
SPIR-V spec. Previously they are cluttered inside SPIRVTypes.{h|cpp}.
* Fixed include guards in various header files (both .h and .td).
* Moved serialization tests under test/Target/SPIRV.
* Renamed TableGen backend -gen-spirv-op-utils into -gen-spirv-attr-utils
as it is only generating utility functions for attributes.

This is part of a larger refactoring the better congregates the builtin structures under the BuiltinDialect. This also removes the problematic "standard" naming that clashes with the "standard" dialect, which is not defined within IR/. A temporary forward is placed in StandardTypes.h to allow time for downstream users to replaced references.

This commit added stride support in runtime array types. It also

We also need the (version, capabilities, extensions) triple on the
spv.module op. Thus far we have been using separate 'extensions'
and 'capabilities' attributes there and 'version' is missing. Creating
a separate attribute for the trip allows us to reuse the assembly

We were using normal dictionary attribute for target environment
specification. It becomes cumbersome with more and more fields.
This commit changes the modelling to a dialect-specific attribute,
where we can have control over its storage and assembly form.

This commit defines a new SPIR-V dialect attribute for specifying
a SPIR-V target environment. It is a dictionary attribute containing
the SPIR-V version, supported extension list, and allowed capability
list. A SPIRVConversionTarget subclass is created to take in the
target environment and sets proper dynmaically legal ops by querying
the op availability interface of SPIR-V ops to make sure they are
available in the specified target environment. All existing conversions
targeting SPIR-V is changed to use this SPIRVConversionTarget. It
probes whether the input IR has a `spv.target_env` attribute,
otherwise, it uses the default target environment: SPIR-V 1.0 with
Shader capability and no extra extensions.
