Re-land the patch with a fix of clang test.
Cost of spill location is computed basing on relative branch frequency
where corresponding spill/reload/copy are located.
While the number itself is highly depends on incoming IR,
the total cost can be used when do some changes in RA.

Making -g[no-]column-info opt out reduces the length of a typical CC1 command line.
Additionally, in a non-debug compile, we won't see -dwarf-column-info.
Use -fsave-optimization-record=<format> to specify a different format
than the default, which is YAML.
For now, only YAML is supported.

diagnostics, but when using -fsave-optimization-record, there is no way
to filter the remarks while generating them.
This adds support for filtering remarks by passes using a regex.
Ex: `clang -fsave-optimization-record -foptimization-record-passes=inline`
will only emit the remarks coming from the pass `inline`.
This adds:
* `-fsave-optimization-record` to the driver
* `-opt-record-passes` to cc1
* `-lto-pass-remarks-filter` to the LTOCodeGenerator
* `--opt-remarks-passes` to lld
* `-pass-remarks-filter` to llc, opt, llvm-lto, llvm-lto2
* `-opt-remarks-passes` to gold-plugin

Summary:
If the build path is short, `Line` field can end up fitting on the same line as `File`,
but the `{{.*}}` would consume it. Keeping in mind rL293149, i think we can fix it,
while keeping it working when there are and there are not any quotations.
At least this fixes this test for me.

The handler that deals with IR passed/missed/analysis remarks is extended to
also handle the corresponding MIR remarks.
The more thorough testing in done via llc (rL293113, rL293121). Here we just
make sure that the functionality is accessible through clang.
