functions implicitly generated by the compiler
These fake functions would cause clang to crash if the changes proposed
in https://reviews.llvm.org/D98799 were made.
Like @aprantl suggested, modify to use the canonicalized DIFile, if we
don't know the loc info and filename for the compiler generated
functions for example static initialization functions.

The os_log helper functions are linkonce_odr and supposed to be
uniqued across TUs, so attachine a DW_AT_decl_line on it is highly
misleading. By setting the function decl to implicit, CGDebugInfo
properly marks the functions as artificial and uses a default file /
line 0 location for the function.
