Also change some options that have different semantics (cause confusion) in llvm-readelf mode:
-s => -S
-t => --symbols
-sd => --section-data

[ELF] Fix REQUIRES line in amdgpu tests

'REQUIRES' needs to be in all caps.
Also update lit.cfg so these tests get run when the AMDGPU target is
enabled.
