SPIR targets need to have all functions be SPIR calling convention,
however the CXXABIs were just returning CC_C in all non-'this-CC' cases.

Rename lang mode flag to -cl-std=clc++/-cl-std=CLC++
or -std=clc++/-std=CLC++.
This aligns with OpenCL C conversion and removes ambiguity
with OpenCL C++.

The address space for the Base class pointer when up-casting
from Derived should be taken from the Derived class pointer.
