This splits relocation processing in two steps.
First, analyze what needs to be done at the relocation spot. This can
be a constant (non preemptible symbol, relative got reference, etc) or
require a dynamic relocation. At this step we also consider creating
copy relocations.
Once that is done we decide if we need a got or a plt entry.
The code is simpler IMHO. For example:
- There is a single call to isPicRel since the logic is not split
among adjustExpr and the caller.
- R_MIPS_GOTREL is simple to handle now.
- The tracking of what is preemptible or not is much simpler now.
This also fixes a regression with symbols being both in a got and copy
relocated. They had regressed in r268668 and r268149.
The other test changes are because of error messages changes or the
order of two relocations in the output.

GNU linkers recently changed default values to "both" of "sysv".
Patch do the same for all targets except MIPS, where .gnu.hash
section is not yet supported.

These would just crash at runtime.
If we ever decide to support rw text segments this should make it easier
to implement as there is now a single point where we notice the problem.
I have tested this with a freebsd buildworld. It found a non pic
assembly file being linked into a .so,. With that fixed, buildworld
finished.

It is possible that the same symbol referenced by two kinds of
relocations at the same time. The first type requires say GOT entry
creation, the second type requires dynamic copy relocation. For MIPS
targets they might be R_MIPS_GOT16 and R_MIPS_HI16 relocations. For X86
target they might be R_386_GOT32 and R_386_32 respectively.
Now LLD never creates GOT entry for a symbol if this symbol already has
related copy relocation. This patch solves this problem.
