Jordan Rose	1da9fbc641	[Bitcode] AtEndOfStream should only check against the size if it's known. This avoids an issue where AtEndOfStream mistakenly returns true at the /start/ of a stream. [Bitcode] AtEndOfStream should only check against the size if it's known.

This avoids an issue where AtEndOfStream mistakenly returns true at the /start/ of
