Currently it's hidden inside ClangTidyDiagnosticConsumer,
so it's hard to know it exists.
Given that there are multiple uses of globs in clang-tidy,
it makes sense to have these classes publicly available
for other use cases that might benefit from it.
Also, add unit test by converting the existing tests
for GlobList into typed tests.

To simplify suppressing warnings (for example, for
when multiple check aliases are enabled).
The globbing format reuses the same code as for
globbing when enabling checks, so the semantics
and behavior is identical.

This diff patch fixes issue with new line character after check name and before comma. Also ignores all other types of spaces like TAB.

By iterating backwards over the globs we can exit the loop as soon as we find a match.
While we're here:
- Regex doesn't need to be mutable.
- We can reserve the amount of Globs needed ahead of time.
- Using a SmallVector with size 0 is slightly more space efficient than a std::vector.
