We were missing packed isel folding patterns for all of sse41, avx, and avx512.
For some reason avx512 had scalar load folding patterns under optsize(due to partial/undef reg update), but we didn't have the equivalent sse41 and avx patterns.
Sometimes we would get load folding due to peephole pass anyway, but we're also missing avx512 instructions from the load folding table. I'll try to fix that in another patch.
Some of this was spotted in the review for D47993.
This patch adds all the folds to isel, adds a few spot tests, and disables the peephole pass on a few tests to ensure we're testing some of these patterns.

As part of the unification of the debug format and the MIR format, print
MBB references as '%bb.5'.
The MIR printer prints the IR name of a MBB only for block definitions.

The code emiited by Clang's intrinsics for (v)cvtsi2ss, (v)cvtsi2sd,
(v)cvtsd2ss and (v)cvtss2sd is lowered to a code sequence that includes
redundant (v)movss/(v)movsd instructions. This patch adds patterns for
optimizing these sequences.

The C standard has historically not specified whether or not these functions should raise the inexact flag. Traditionally on Darwin, these functions *did* raise inexact, and the llvm lowerings followed that conventions. n1778 (C bindings for IEEE-754 (2008)) clarifies that these functions should not set inexact. This patch brings the lowerings for arm64 and x86 in line with the newly specified behavior. This also lets us fold some logic into TD patterns, which is nice.

with the "uninteresting instruction" condition. This is too conservative,
e.g. we don't need to clear the list when encountering an IMPLICIT_DEF.

cvtsi2* should parse with an 'l' or 'q' suffix or no suffix at all. No suffix should be treated the same as 'l' suffix. Printing should always print a suffix. Previously we didn't parse or print an 'l' suffix.
cvtt*2si/cvt*2si should parse with an 'l' or 'q' suffix or not suffix at all. No suffix should use the destination register size to choose encoding. Printing should not print a suffix.

. "fptosi" and "fptoui" IR instructions are defined with round-to-zero rounding mode.
. Currently for AVX mode for <4xdouble> and <8xdouble> the "VCVTPD2DQ.128" and "VCVTPD2DQ.256" instructions are selected (for .fp_to_sint. DAG node operation ) by AVX codegen. However they use round-to-nearest-even rounding mode.
. Consequently, the conversion produces incorrect numbers.
The fix is to replace selection of VCVTPD2DQ instructions with VCVTTPD2DQ instructions. The latter use truncate (i.e. round-to-zero) rounding mode.
As .fp_to_sint. DAG node operation is used only for lowering of "fptosi" and "fptoui" IR instructions, the fix in X86InstrSSE.td definition file doesn.t have an impact on other LLVM flows.
The patch includes changes in the .td file, LIT test for the changes and a fix in a legacy LIT test (which produced asm code conflicting with LLVN IR spec).
