Victor Leschuk a7ece03b32 DebugInfo: pass alignment value only if it was forced 
Preparation to implement DW_AT_alignment support:
 - We pass non-zero align value to DIBuilder only when alignment was forced
 - Modify tests to match this change

David Majnemer b4b671e4a8 [CodeView] Implement support for bitfields in Clang 
Emit the underlying storage offset in addition to the starting bit
position of the field.

This fixes PR28162.
