We've been running doxygen with the autobrief option for a couple of
years now. This makes the \brief markers into our comments
redundant. Since they are a visual distraction and we don't want to
encourage more \brief markers in new code either, this patch removes
them all.

Funclets have been turned into functions by the time they hit the object
file. Make sure that they have decent names for the symbol table and
CFI directives explaining how to reason about their prologues.

In the case where just tables are part of the function section, this produces
more readable assembly by avoiding switching to the eh section and back
to .text.
This would also break with non unique section names, as trying to switch to
a unique section actually creates a new one.

Add header guards to files that were missing guards. Remove #endif comments
as they don't seem common in LLVM (we can easily add them back if we decide
they're useful)
