This patch introduces a generic reduction detection utility that works
across different dialecs. It is mostly a generalization of the reduction
detection algorithm in Affine. The reduction detection logic in Affine,
Linalg and SCFToOpenMP have been replaced with this new generic utility.
The utility takes some basic components of the potential reduction and
returns: 1) the reduced value, and 2) a list with the combiner operations.
The logic to match reductions involving multiple combiner operations disabled
until we can properly test it.

Currently the builtin dialect is the default namespace used for parsing
and printing. As such module and func don't need to be prefixed.
In the case of some dialects that defines new regions for their own
purpose (like SpirV modules for example), it can be beneficial to
change the default dialect in order to improve readability.
Differential Revision: https://reviews.llvm.org/D107236
Historically the builtin dialect has had an empty namespace. This has unfortunately created a very awkward situation, where many utilities either have to special case the empty namespace, or just don't work at all right now. This revision adds a namespace to the builtin dialect, and starts to cleanup some of the utilities to no longer handle empty namespaces. For now, the assembly form of builtin operations does not require the `builtin.` prefix. (This should likely be re-evaluated though)

This allows for checking if a given operation may modify/reference/or both a given value. Right now this API is limited to Value based memory locations, but we should expand this to include attribute based values at some point. This is left for future work because the rest of the AliasAnalysis API also has this restriction.

This commit introduced a cyclic dependency:
Memref dialect depends on Standard because it used ConstantIndexOp.
Std depends on the MemRef dialect in its EDSC/Intrinsics.h
Working on a fix.
This reverts commit 8aa6c3765b.
Create the memref dialect and move several dialect-specific ops without
dependencies to other ops from std dialect to this dialect.
Moved ops:
AllocOp -> MemRef_AllocOp
AllocaOp -> MemRef_AllocaOp
DeallocOp -> MemRef_DeallocOp
MemRefCastOp -> MemRef_CastOp
GetGlobalMemRefOp -> MemRef_GetGlobalOp
GlobalMemRefOp -> MemRef_GlobalOp
PrefetchOp -> MemRef_PrefetchOp
ReshapeOp -> MemRef_ReshapeOp
StoreOp -> MemRef_StoreOp
TransposeOp -> MemRef_TransposeOp
ViewOp -> MemRef_ViewOp
The roadmap to split the memref dialect from std is discussed here:

This revision adds a new `AliasAnalysis` class that represents the main alias analysis interface in MLIR. The purpose of this class is not to hold the aliasing logic itself, but to provide an interface into various different alias analysis implementations. As it evolves this should allow for users to plug in specialized alias analysis implementations for their own needs, and have them immediately usable by other analyses and transformations.
This revision also adds an initial simple generic alias, LocalAliasAnalysis, that provides support for performing stateless local alias queries between values. This class is similar in scope to LLVM's BasicAA.

In the overwhelmingly common case, enum attribute case strings represent valid identifiers in MLIR syntax. This revision updates the format generator to format as a keyword in these cases, removing the need to wrap values in a string. The parser still retains the ability to parse the string form, but the printer will use the keyword form when applicable.

Enable querying shape function library ops from the module. Currently
supports singular or array of them (as long as array has all unique ops
in mappings). The preferred canonical form would have one library, but
given the invariant on the mapping, this can easily be achieved by a
simple merging pass.
Preferred the attribute approach vs naming convention as these could be
added in multiple different ways.
Op with mapping from ops to corresponding shape functions for those op
in the library and mechanism to associate shape functions to functions.
The mapping of operand to shape function is kept separate from the shape
functions themselves as the operation is associated to the shape
function and not vice versa, and one could have a common library of
shape functions that can be used in different contexts.
Use fully qualified names and require a name for shape fn lib ops for
now and an explicit print/parse (based around the generated one & GPU
module op ones).

missing headers (don't know how that was working locally).

Having the input dumped on failure seems like a better
default: I debugged FileCheck tests for a while without knowing
about this option, which really helps to understand failures.
Remove `-dump-input-on-failure` and the environment variable
FILECHECK_DUMP_INPUT_ON_FAILURE which are now obsolete.

The current Liveness analysis does not support operations with nested regions.
This causes issues when querying liveness information about blocks nested within
operations. Furthermore, the live-in and live-out sets are not computed properly
in these cases.

The Dominance analysis currently misses a utility function to find the nearest common dominator of two given blocks. This is required for a huge variety of different control-flow analyses and transformations. This commit adds this function and moves the getNode function from DominanceInfo to DominanceInfoBase, as it also works for post dominators.

Summary:
This enables tracking calls that cross symbol table boundaries. It also simplifies some of the implementation details of CallableOpInterface, i.e. there can only be one region within the callable operation.

Using the two call interfaces, CallOpInterface and CallableOpInterface, this change adds support for an initial multi-level CallGraph. This call graph builds a set of nodes for each callable region, and connects them via edges. An edge may be any of the following types:
* Abstract
- An edge not produced by a call operation, used for connecting to internal nodes from external nodes.
* Call
- A call edge is an edge defined via a call-like operation.
* Child
- This is an artificial edge connecting nested callgraph nodes.
This callgraph will be used, and improved upon, to begin supporting more interesting interprocedural analyses and transformation. In a followup, this callgraph will be used to support more complex inlining support.
