Daniel Dunbar 4777ba0102 Desensitize env-include-paths.c to the directory it is running in.

Daniel Dunbar 23bd6cc156 Add test/Driver. 
- env-include-paths.c is XFAIL as it exposed a bug.

Add test/Coverage.
 - For tests which achieve code coverage but don't validate anything.
