Richard Smith 81328ac3a5 P0629R0: Switch to latest proposal for distinguishing module interface from implementation. 
This switches from the prototype syntax in P0273R0 ('module' and 'module
implementation') to the consensus syntax 'export module' and 'module'.

In passing, drop the "module declaration must be first" enforcement, since EWG
seems to have changed its mind on that.

Richard Smith 8df390f9eb C++ Modules TS: Add parsing and some semantic analysis support for 
export-declarations. These don't yet have an effect on name visibility;
we still export everything by default.

Richard Smith bbcc9f0462 C++ Modules TS: add frontend support for building pcm files from module 
interface files. At the moment, all declarations (and no macros) are exported,
and 'export' declarations are not supported yet.
