Various bits we want to use the new ABI actually compile with "-arch armv7k
-miphoneos-version-min=9.0". Not ideal, but also not ridiculous given how
slices work.

It turns out we decide whether to use SjLj exceptions or some alternative in
two separate places in the backend, and they disagreed with each other. This
led to inconsistent code and is generally a terrible idea.
So make them consistent and add an assert that they *do* match (unfortunately
MCAsmInfo isn't available in opt, so it can't be used to initialise the CodeGen
version directly).

The personality routine currently lives in the LandingPadInst.
This isn't desirable because:
- All LandingPadInsts in the same function must have the same
personality routine. This means that each LandingPadInst beyond the
first has an operand which produces no additional information.
- There is ongoing work to introduce EH IR constructs other than
LandingPadInst. Moving the personality routine off of any one
particular Instruction and onto the parent function seems a lot better
than have N different places a personality function can sneak onto an
exceptional function.

This crash was pretty common while compiling Rust for iOS (armv7). Reason -
SjLj preparation step was lowering aggregate arguments as ExtractValue +
InsertValue. ExtractValue has assertion which checks that there is some data in
value, which is not true in case of empty (no fields) structures. Rust uses
them quite extensively so this patch uses a 'select true, %val, undef'
instruction to lower the argument.
