Tyker	d3205bbca3	[Annotation] Allows annotation to carry some additional constant arguments. This allows using annotation in a much more contexts than it currently has. especially when annotation with template or constexpr. Add support for attributes on @implementations in Objective-C

We want to make objc_nonlazy_class apply to implementations, but ran into this.
There doesn't seem to be any reason that this isn't supported.
