Sindhu Chittireddy 98339f14a0 Avoid nullptr dereferencing of 'Constraint'; NFC
Klocwork static code analysis exposed this bug:
Pointer 'Constraint' returned from call to function
'cast_or_null<clang::ConceptSpecializationExpr,clang::Expr>' may
be NULL and will be dereferenced in the statement following it

Replace 'cast_or_null' with 'cast' so that the latter can assert
when it encounters a NULL.

This also removes an 'assert' that is covered by the previous
call to 'cast<>'.

Christopher Di Bella c874dd5362 [llvm][clang][NFC] updates inline licence info
Some files still contained the old University of Illinois Open Source
Licence header. This patch replaces that with the Apache 2 with LLVM
Exception licence.

Matheus Izvekov 87aa31827b [clang] fix concepts crash on substitution failure during normalization
When substitution failed on the first constrained template argument (but
only the first), we would assert / crash. Checking for failure was only
being performed from the second constraint on.

This changes it so the checking is performed in that case,
and the code is also now simplified a little bit to hopefully
avoid this confusion.

Simon Pilgrim 61cdaf66fe [ADT] Remove APInt/APSInt toString() std::string variants
<string> is currently the highest impact header in a clang+llvm build:

One of the most common places this is being included is the APInt.h header, which needs it for an old toString() implementation that returns std::string - an inefficient method compared to the SmallString versions that it actually wraps.

This patch replaces these APInt/APSInt methods with a pair of llvm::toString() helpers inside StringExtras.h, adjusts users accordingly and removes the <string> from APInt.h - I was hoping that more of these users could be converted to use the SmallString methods, but it appears that most end up creating a std::string anyhow. I avoided trying to use the raw_ostream << operators as well as I didn't want to lose having the integer radix explicit in the code.

Richard Smith 2f8ac0758b PR50402: Use proper constant evaluation rules for checking constraint
satisfaction.

Previously we used the rules for constant folding in a non-constant
context, meaning that we'd incorrectly accept foldable non-constant
expressions and that std::is_constant_evaluated() would evaluate to
false.

Matheus Izvekov 3ad6dd5d8f [clang] Use decltype((E)) for compound requirement type constraint
See PR45088.

Compound requirement type constraints were using decltype(E) instead of
decltype((E)), as per `[expr.prim.req]p1.3.3`.

Since neither instantiation nor type dependence should matter for
the constraints, this uses an approach where a `decltype` type is not built,
and just the canonical type of the expression after template instantiation
is used on the requirement.

Richard Smith 71886c56f3 Where possible, don't try to ask whether a template argument is
dependent until it's been converted to match its parameter.

The type of a non-type template parameter can in general affect whether
the template argument is dependent.

Note that this is not always possible. For template arguments that name
static local variables in templates, the type of the template parameter
affects whether the argument is dependent, so the query is imprecise
until we know the parameter type. For example, in:

template<typename T> void f() {
  static const int n = 5;
  typename T::template X<n> x;
}

... we don't know whether 'n' is dependent until we know whether the
corresponding template parameter is of type 'int' or 'const int&'.

Richard Smith 6c29073efb PR45589: Properly decompose overloaded `&&` and `||` operators in
constraint expressions.

We create overloaded `&&` and `||` operators to hold the possible
unqualified lookup results (if any) when the operands are dependent. We
could avoid building these in some cases (we will never use the stored
lookup results, and it would be better to not store them or perform the
lookups), but in the general case we will probably still need to handle
overloaded operators even with that optimization.

Saar Raz ba1f3db4b0 [Concepts] Correctly form initial parameter mapping for parameter packs, support substitution into SubstNonTypeTemplateParmExpr
We previously would not correctly for the initial parameter mapping for variadic template parameters in Concepts.
Testing this lead to the discovery that with the normalization process we would need to substitute into already-substituted-into
template arguments, which means we need to add NonTypeTemplateParmExpr support to TemplateInstantiator.
We do that by substituting into the replacement and the type separately, and then re-checking the expression against the NTTP
with the new type, in order to form any new required implicit casts (for cases where the type of the NTTP was dependent).

Saar Raz 713562f548 [Concepts] Transform constraints of non-template functions to ConstantEvaluated
We would previously try to evaluate atomic constraints of non-template functions as-is,
and since they are now unevaluated at first, this would cause incorrect evaluation (bugs #44657, #44656).

Substitute into atomic constraints of non-template functions as we would atomic constraints
of template functions, in order to rebuild the expressions in a constant-evaluated context.

Saar Raz b933d37cd3 [Concepts] Constraint Satisfaction Caching
Add a simple cache for constraint satisfaction results. Whether or not this simple caching
would be permitted in final C++2a is currently being discussed but it is required for
acceptable performance so we use it in the meantime, with the possibility of adding some
cache invalidation mechanisms later.
