Simon Pilgrim cff0db0876 [X86] Enable constexpr on POPCNT intrinsics (PR31446)
This is a first step patch to enable constexpr support and testing to a large number of x86 intrinsics.

All I've done here is provide a DEFAULT_FN_ATTRS_CONSTEXPR variant to our existing DEFAULT_FN_ATTRS tag approach that adds constexpr on c++ builds. The clang cuda headers do something similar.

I've started with POPCNT mainly as its tiny and are wrappers to generic __builtin_* intrinsics which already act as constexpr.

Chandler Carruth 4cf5743b77 Move the builtin headers to use the new license file header.
Summary:
These all had somewhat custom file headers with different text from the
ones I searched for previously, and so I missed them. Thanks to Hal and
Kristina and others who prompted me to fix this, and sorry it took so
long.

Craig Topper 1383340422 [X86] Add __popcntd and __popcntq to ia32intrin.h to match gcc and icc. Remove popcnt feature flag from _popcnt32/_popcnt64 and move to ia32intrin.h to match gcc
gcc and icc both implement popcntd and popcntq which we did not. gcc doesn't seem to require a feature flag for the _popcnt32/_popcnt64 spelling and will use a libcall if its not supported.

Adrian Prantl 9fc8faf9e6 Remove \brief commands from doxygen comments.
This is similar to the LLVM change https://reviews.llvm.org/D46290.

We've been running doxygen with the autobrief option for a couple of
years now. This makes the \brief markers into our comments
redundant. Since they are a visual distraction and we don't want to
encourage more \brief markers in new code either, this patch removes
them all.

Craig Topper bd16b11255 [X86] Consistently use double underscore at the beginning of the include guards in our intrinsic headers.
Most files used double underscore, but a few used single. This converges them all to double.

Ekaterina Romanova 0c1c3bbc78 [DOXYGEN] Improved doxygen comments for x86 intrinsics headers.
Tagged instruction names with <c> INSTR_NAME </c> to display them in typewriter font.

In the past, \c command was used, unfortunately it applied to only one word. 
<c> .. </c> has the same meaning, but applies to all words in between the tags.

Ekaterina Romanova c207006bbb This patch adds doxygen comments for the intrinsincs in the header file popcntintrin.h.
The doxygen comments are automatically generated based on Sony's intrinsics documentation.

Michael Kuperstein beae026738 [X86] Add signed aliases for popcnt intrinsics
The Intel manual documents both an unsigned form (_mm_popcnt_u32)
and a signed form (_popcnt32) of the intrinsic. Add the missing signed form.

Eric Christopher 9fc7fb274e Update the intel intrinsic headers to use the target attribute support.
This involved removing the conditional inclusion and replacing them
with target attributes matching the original conditional inclusion
and checks. The testcase update removes the macro checks for each
file and replaces them with usage of the __target__ attribute, e.g.:

int __attribute__((__target__(("sse3")))) foo(int a) {
  _mm_mwait(0, 0);
  return 4;
}

This usage does require the enclosing function have the requisite
__target__ attribute for inlining and code generation - also for
any macro intrinsic uses in the enclosing function. There's no change
for existing uses of the intrinsic headers.

Craig Topper 1de8348db7 Add popcnt feature flag to match gcc. This flag is implied when sse42 is enabled, but can be disabled separately. Move popcnt intrinsics to popcntintrin.h to match gcc.
