Balázs Kéri 341a30a4ba [clang][ASTImporter] Update lookup table correctly at deduction guides.
Declaration context of template parameters of a FunctionTemplateDecl
may be different for each one parameter if the template is a
deduction guide. This case is handled correctly after this change.

Balazs Benics f3753ad774 [ASTImporter][NFC] Dump decl name at assertion violation
Sometimes it would be useful to see which Decl kind caused some issue,
along with the name of the concrete instance of the Decl in the source
code.

Balázs Kéri ceb62388f2 [clang][AST] Set correct DeclContext in ASTImporter lookup table for ParmVarDecl.
ParmVarDecl is created with translation unit as the parent DeclContext
and later moved to the correct DeclContext. ASTImporterLookupTable
should be updated at this move.

Vince Bridgers f761acfb1a [ASTImporter] Add Visitor for TypedefNameDecl's
We found a case where Typedef Name Declarations were not being added
correctly when importing builtin types. This exposed the need for a
TypedefNameDecl visitor so these types can be added by RecordDecl and
fields.

This code is covered by the ASTImporterTest cases that use the implicit
struct __NSConstantString_tag definitions.

Thanks to @martong for the debugging assist!

Depends on D83970.

Vince Bridgers ecae672ac2 [ASTImporter] Fix AST import crash for a friend decl
Summary:
Running CTU testing, we found that VisitFriendDecl in
ASTImporterLookup.cpp was not handling a particular non-dependent case,
so we reached the llvm_unreachable case.

The FriendDecl and QualType not handled were:

Gabor Marton dd2b76e13e [ASTImporter] Fix unhandled cases in ASTImporterLookupTable
Summary:
In most cases the FriendDecl contains the declaration of the befriended
class as a child node, so it is discovered during the recursive
visitation. However, there are cases when the befriended class is not a
child, thus it must be fetched explicitly from the FriendDecl, and only
then can we add it to the lookup table.
(Note, this does affect only CTU and does not affect LLDB, because we
cannot and do not use the ASTImporterLookupTable in LLDB.)

Chandler Carruth 2946cd7010 Update the file headers across all of the LLVM projects in the monorepo
to reflect the new license.

We understand that people may be surprised that we're moving the header
entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.

Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
repository.

Gabor Marton 54058b5055 [ASTImporter] Add importer specific lookup
Summary:
There are certain cases when normal C/C++ lookup (localUncachedLookup)
does not find AST nodes. E.g.:

Example 1:

  template <class T>
  struct X {
    friend void foo(); // this is never found in the DC of the TU.
  };

Example 2:

  // The fwd decl to Foo is not found in the lookupPtr of the DC of the
  // translation unit decl.
  struct A { struct Foo *p; };

In these cases we create a new node instead of returning with the old one.
To fix it we create a new lookup table which holds every node and we are
not interested in any C++ specific visibility considerations.
Simply, we must know if there is an existing Decl in a given DC.
