This is a follow-up suggested with rL339604.
For tan(), we don't have a corresponding LLVM
intrinsic -- unlike sin/cos -- so this is the
only way/place that we can do this fold currently.

Even though this code is below a function called optimizeFloatingPointLibCall(),
we apparently can't guarantee that we're dealing with FPMathOperators, so bail
out immediately if that's not true.

This is a very partial fix for the reported problem. I suspect
we do not get this fold in most motivating cases because most of
the time, the libcall would have been replaced by an intrinsic,
and that optimization is handled elsewhere...but maybe it should
be handled here?

This patch migrates the math library call simplifications from the
simplify-libcalls pass into the instcombine library call simplifier.
I have typically migrated just one simplifier at a time, but the math
simplifiers are interdependent because:
1. CosOpt, PowOpt, and Exp2Opt all depend on UnaryDoubleFPOpt.
2. CosOpt, PowOpt, Exp2Opt, and UnaryDoubleFPOpt all depend on
the option -enable-double-float-shrink.
These two factors made migrating each of these simplifiers individually
more of a pain than it would be worth. So, I migrated them all together.
