Nick Desaulniers 3787ee4571 reland [IR] make -stack-alignment= into a module attr
Relands commit 433c8d950c with fixes for
MIPS.

Similar to D102742, specifying the stack alignment via CodegenOpts means
that this flag gets dropped during LTO, unless the command line is
re-specified as a plugin opt. Instead, encode this information as a
module level attribute so that we don't have to expose this llvm
internal flag when linking the Linux kernel with LTO.

Looks like external dependencies might need a fix:

Fangrui Song fd739804e0 [test] Add {{.*}} to make ELF tests immune to dso_local/dso_preemptable/(none) differences
For a default visibility external linkage definition, dso_local is set for ELF
-fno-pic/-fpie and COFF and Mach-O. Since default clang -cc1 for ELF is similar
to -fpic ("PIC Level" is not set), this nuance causes unneeded binary format differences.

To make emitted IR similar, ELF -cc1 -fpic will default to -fno-semantic-interposition,
which sets dso_local for default visibility external linkage definitions.

To make this flip smooth and enable future (dso_local as definition default),
this patch replaces (function) `define ` with `define{{.*}} `,
(variable/constant/alias) `= ` with `={{.*}} `, or inserts appropriate `{{.*}} `.

Fangrui Song 789a46f2d7 [CodeGenModule] Assume dso_local for -fpic -fno-semantic-interposition
Summary:
Clang -fpic defaults to -fno-semantic-interposition (GCC -fpic defaults
to -fsemantic-interposition).
Users need to specify -fsemantic-interposition to get semantic
interposition behavior.

Semantic interposition is currently a best-effort feature. There may
still be some cases where it is not handled well.

Martin Storsjo d39d53b0d1 [CodeGen] Implicitly set stackrealign on the main function, if custom stack alignment is used
If using a custom stack alignment, one is expected to make sure
that all callers provide such alignment, or realign the stack in
all entry points (and callbacks).

Despite this, the compiler can assume that the main function will
need realignment in these cases, since the startup routines calling
the main function most probably won't provide the custom alignment.

This matches what GCC does in similar cases; if compiling with
-mincoming-stack-boundary=X -mpreferred-stack-boundary=X, GCC normally
assumes such alignment on entry to a function, but specifically for
the main function still does realignment.
