Summary:
Reapply r357931 with fixes to ThinLTO testcases and llvm-lto tool.
ThinLTOCodeGenerator currently does not preserve llvm.used symbols and
it can internalize them. In order to pass the necessary information to the
legacy ThinLTOCodeGenerator, the input to the code generator is
rewritten to be based on lto::InputFile.
Now ThinLTO using the legacy LTO API will requires data layout in
Module.
"internalize" thinlto action in llvm-lto is updated to run both
"promote" and "internalize" with the same configuration as
ThinLTOCodeGenerator. The old "promote" + "internalize" option does not
produce the same output as ThinLTOCodeGenerator.

Summary:
If we have a symbol with (linkonce|weak)_odr linkage, we do not want
to dead strip it even it is not prevailing.
IR level (linkonce|weak)_odr symbol can become non-prevailing when we mix
ELF objects and IR objects where the (linkonce|weak)_odr symbol in the ELF
object is prevailing and the ones in the IR objects are not. Stripping
them will prevent us from doing optimizations with them.
By not dead stripping them, We will convert these symbols to
available_externally linkage as a result of non-prevailing and eventually
dropping them after inlining.
I modified cache-prevailing.ll to use linkonce linkage as it is
testing whether cache prevailing bit is effective or not, not
we should treat linkonce_odr alive or not

Fix test changes added in r335760. Even though we are invoking llvm-lto2
in single threaded mode, the order of processing the modules in the
backend is apparently not deterministic. Handle the expected debug
messages in any order. (The determinism would be good to fix, but not
related to this change.)
This also undoes the change I made in r335764 to help debug this.

I am getting bot failures from r335760 that are difficult to diagnose
since the stderr is getting redirected to FileCheck. Save and dump the
debug output to stderr to help debug the issue.

Summary:
Rather than just print the GUID, when it is available in the index,
print the global name as well in the function import thin link debug
messages. Names will be available when the combined index is being
built by the same process, e.g. a linker or "llvm-lto2 run".

Summary:
Removing the dropped symbols will prevent indirect call promotion in the
ThinLTO Backend from adding a new reference to a symbol, which can
result in linker unsats. This can happen when we compile with a sample
profile collected from one binary by used for another, which may have
profiled targets that aren't used in the new binary.
Note that until dropDeadSymbols handles variables and aliases (in
progress), we may not be able to remove the declaration and can still
have an issue.

While updating clang tests for having clang set dso_local I noticed
that:
- There are *a lot* of tests to update.
- Many of the updates are redundant.
They are redundant because a GV is "obviously dso_local". This patch
starts formalizing that a bit by requiring that internal and private
GVs be dso_local too. Since they all are, we don't have to print
dso_local to the textual representation, making it a bit more compact
and easier to read.

Summary:
1. Use stream 0 only for combined module. Previously if combined module was not
processes ThinLTO used the stream for own output. However small changes in input,
could trigger combined module and shuffle outputs making life of llvm::LTO harder.
2. Always process combined module and write output to stream 0. Processing empty
combined module is cheap and allows llvm::LTO users to avoid implementing processing
which is already done in llvm::LTO.

Move LTO::run() to a "run" subcommand so that we can introduce new subcommands
for testing different parts of the LTO implementation.
This doesn't use llvm::cl subcommands because it doesn't appear to be currently
possible to pass an argument not associated with a subcommand to a subcommand

Summary:
Using the linker-supplied list of "preserved" symbols, we can compute
the list of "dead" symbols, i.e. the one that are not reachable from
a "preserved" symbol transitively on the reference graph.
Right now we are using this information to mark these functions as
non-eligible for import.
The impact is two folds:
- Reduction of compile time: we don't import these functions anywhere
or import the function these symbols are calling.
- The limited number of import/export leads to better internalization.
