Fangrui Song 789a46f2d7 [CodeGenModule] Assume dso_local for -fpic -fno-semantic-interposition 
Summary:
Clang -fpic defaults to -fno-semantic-interposition (GCC -fpic defaults
to -fsemantic-interposition).
Users need to specify -fsemantic-interposition to get semantic
interposition behavior.

Semantic interposition is currently a best-effort feature. There may
still be some cases where it is not handled well.

Richard Smith 453b7caaf7 PR42111: Use guarded initialization for thread-local variables with 
unordered initialization and internal linkage.

We'll run their initializers once on each reference, so we need a guard
variable even though they only have a single definition.

Richard Smith 435e647a41 PR35456: Track definedness of variable template specializations separately from 
whether they have an initializer.

We cannot distinguish between a declaration of a variable template
specialization and a definition of one that lacks an initializer without this,
and would previously mistake the latter for the former.

David Majnemer 27d69dbbd0 CodeGen: Fix linkage of reference temporaries 
Summary:
A reference temporary should inherit the linkage of the variable it
initializes.  Otherwise, we may hit cases where a reference temporary
wouldn't have the same value in all translation units.
