- Take the same principle as the conversion from f64 to i64 with extra
necessary pre- and post-processing. It helps to reduce that conversion
sequence by half compared to legacy one.

Add narrow scalar for typeIndex == 0 for G_FPTOSI/G_FPTOUI.
Legalize using narrowScalarFor as s16->s32 G_FPTOSI/G_FPTOUI
followed by s32->s64 G_SEXT/G_ZEXT.

Use cmp ord instead of cmp_class compared to the DAG version for the
nan check, but mostly try to match the existsing pattern.
I think the sign doesn't matter for fract, so we could do a little
better with the source modifier matching.
I think this is also still broken as in D22898, but I'm leaving it
as-is for now while I don't have an SI system to test on.
As Roman Tereshin pointed out in https://reviews.llvm.org/D45541, the
-global-isel option is redundant when -run-pass is given. -global-isel sets up
the GlobalISel passes in the pass manager but -run-pass skips that entirely and
configures it's own pipeline.
