Summary:
Fixes PR41828. Before this, LLD always emitted SafeSEH chunks and
defined __safe_se_handler_table & size. Now, /safeseh:no leaves those
undefined.
Additionally, we were checking for the safeseh @feat.00 flag in two
places: once to emit errors, and once during safeseh table construction.
The error was set up to be off by default, but safeseh is supposed to be
on by default. I combined the two checks, so now LLD emits an error if
an input object lacks @feat.00 and safeseh is enabled. This caused the
majority of 32-bit LLD tests to fail, since many test input object files
lack @feat.00 symbols. I explicitly added -safeseh:no to those tests to
preserve behavior.
Finally, LLD no longer sets IMAGE_DLL_CHARACTERISTICS_NO_SEH if any
input file wasn't compiled for safeseh.

In this reland I removed an unnecessary use of /debug in the test
delayimports32.test and used the /pdbaltpath flag in the test
pdb-publics-import.test, both of which avoid embedding absolute PDB
paths in executables which could affect later RVAs.

One place where this seems to matter is to make sure the .rsrc section comes
after .text. The Win32 UpdateResource() function can change the contents of
.rsrc. It will move the sections that come after, but if .text gets moved, the
entry point header will not get updated and the executable breaks. This was
found by a test in Chromium.

This fixes the broken tests that were causing failures. The tests
before were verifying that the time stamp was 0, but now that we
are actually writing a timestamp, I just removed the match against
the timestamp value.

IIUC, SizeOfImage is the distance from the end of the last section to
the image base, rounded up to the page size. So the previous code is
wrong.

This works around a strange interaction with Authenticode signatures,
in which a signed PE executable with {Major,Minor}LinkerVersion = 0.0
fails to validate on Windows 7 (but is OK on Windows 10). Setting the
linker version to 14.0 (which is what VS2015 outputs) makes it work
again.

Previously, LLD-produced executables had IAT (Import Address Table) and
ILT (Import Lookup Table) as separate chunks of data, although their
contents are identical. My interpretation of the COFF spec when I wrote
the COFF linker is that they need to be separate tables even though they
are the same.
But Peter found that the Windows loader is fine with executables in
which IAT and ILT are merged. This is a patch to merge IAT and ILT.
I confirmed that an lld-link self-hosted with this patch works fine.

The /appcontainer flag indicates that the module may only be used inside
an application container (for isolation). This has been supported by
link.exe since Windows 8.0. It sets an additional bit in the PE DLL
Characteristics flag to indicate the behavioural change.

Sections must start at page boundaries in memory, but they
can be aligned to sector boundaries (512-bytes) on disk.
We aligned them to 4096-byte boundaries even on disk, so we
wasted disk space a bit.

Because thunks for dllimported symbols contain absolute addresses on x86,
they need to be relocated at load-time. This bug was a cause of crashes
in DLL initialization routines.

With this patch, LLD is now able to self-link an .exe file for x86
that runs correctly, although I don't think some headers (particularly
SEH) are not correct. DLL support is coming soon.

Previously, we infer machine type at the very end of linking after
all symbols are resolved. That's actually too late because machine
type affects how we mangle symbols (whether or not we need to
add "_").
For example, /entry:foo adds "_foo" to the symbol table if x86 but
"foo" if x64.
This patch moves the code to infer machine type, so that machine
type is inferred based on input files given via the command line
(but not based on .directives files).
