If building lld without x86 support, tests that require that support should
be treated as unsupported, not errors.
Tested using:
1. cmake '-DLLVM_TARGETS_TO_BUILD=AArch64;X86'
make check-lld
=>
Expected Passes : 1406
Unsupported Tests : 287
2. cmake '-DLLVM_TARGETS_TO_BUILD=AArch64'
make check-lld
=>
Expected Passes : 410
Unsupported Tests : 1283

This change continues what was started by D27040
Now all allocatable synthetics should be available from script side.

This is important for cases like:
.sdata : {
*(.got.plt .got)
...
}
That was not supported before as there was no way to get access to
synthetic sections from script.

We no longer need it for relocations in .eh_frame.
The only relocations that point to .eh_frame are the ones trying to
find the output .eh_frame.
This actually fixes a bug in the symbol value code. It was not
handling -1 as an indicator for a piece not being included in the
output.
