This reduces the dependencies of the MLIRVector target and makes the dialect consistent with other dialects.

Add a new ProgressiveVectorToSCF pass that lowers vector transfer ops to SCF by gradually unpacking one dimension at time. Unpacking stops at 1D, but can be configured to stop earlier, should the HW support (N>1)-d vectors.
The current implementation cannot handle permutation maps, masks, tensor types and unrolling yet. These will be added in subsequent commits. Once features are on par with VectorToSCF, this implementation will replace VectorToSCF.

This revision adds a programmable codegen strategy from linalg based on staged rewrite patterns. Testing is exercised on a simple linalg.matmul op.

The following Conversions are affected: LoopToStandard -> SCFToStandard,
LoopsToGPU -> SCFToGPU, VectorToLoops -> VectorToSCF. Full file paths are
affected. Additionally, drop the 'Convert' prefix from filenames living under
lib/Conversion where applicable.
API names and CLI options for pass testing are also renamed when applicable. In
particular, LoopsToGPU contains several passes that apply to different kinds of
loops (`for` or `parallel`), for which the original names are preserved.
