On AIX, the semantic of global_dtors contains __sterm functions associated with C++
cleanup actions and user-declared __attribute__((destructor)) functions. We should
never merely register __sterm with atexit(), so currently
-fregister_global_dtors_with_atexit does not work well on AIX: It would cause
finalization actions to not occur when unloading shared libraries. We need to figure
out a way to handle that when we start supporting user-declared
__attribute__((destructor)) functions.
Currently we report_fatal_error on this option temporarily.

On AIX, we use __atexit to register dtor functions rather than __cxa_atexit.
So a driver change is needed to default AIX to using -fno-use-cxa-atexit.
Windows platform does not uses __cxa_atexit either. Following its precedent,
we remove the assertion for when -fuse-cxa-atexit is specified by the user,
do not produce a message and silently default to -fno-use-cxa-atexit behavior.

Starting with Solaris 11.4 (which is now the required minimal version), Solaris does
support __cxa_atexit. This patch reflects that.
One might consider removing the affected tests altogether instead of inverting them,
as is done on other targets.
Besides, this lets two ASan tests PASS:

AddressSanitizer-i386-sunos-dynamic :: TestCases/init-order-atexit.cc
Tested on x86_64-pc-solaris2.11 and sparcv9-sun-solaris2.11.

Register destructor functions annotated with __attribute__((destructor))
calling __cxa_atexit in a synthesized constructor function instead of
emitting references to the functions in a special section.
The primary reason for adding this option is that we are planning to
deprecate the __mod_term_funcs section on Darwin in the future. This
feature is enabled by default only on Darwin. Users who do not want this
can use command line option 'fno_register_global_dtors_with_atexit' to
disable it.

This primarily impacts the Windows MSVC and Windows itanium
environments. Windows MSVC does not use `__cxa_atexit` and Itanium
follows suit. Simplify the logic for the default value calculation and
blanket the Windows environments to default to off for use of
`__cxa_atexit`.
