llvm function is marked nounwind
This fixes cases where an invoke is emitted, despite the called llvm
function being marked nounwind, because ConstructAttributeList failed to
add the attribute to the attribute list. llvm optimization passes turn
invokes into calls and optimize away the exception handling code, but
it's better to avoid emitting the code in the front-end if the called
function is known not to raise an exception.

Summary:
Right now we annotate C++'s `operator new` with `noalias` attribute,
which very much is healthy for optimizations.
However as per [[ http://eel.is/c++draft/basic.stc.dynamic.allocation | `[basic.stc.dynamic.allocation]` ]],
there are more promises on global `operator new`, namely:
* non-`std::nothrow_t` `operator new` *never* returns `nullptr`
* If `std::align_val_t align` parameter is taken, the pointer will also be `align`-aligned
* ~~global `operator new`-returned pointer is `__STDCPP_DEFAULT_NEW_ALIGNMENT__`-aligned ~~ It's more caveated than that.
Supplying this information may not cause immediate landslide effects
on any specific benchmarks, but it for sure will be healthy for optimizer
in the sense that the IR will better reflect the guarantees provided in the source code.
The caveat is `-fno-assume-sane-operator-new`, which currently prevents emitting `noalias`
attribute, and is automatically passed by Sanitizers ([[ https://bugs.llvm.org/show_bug.cgi?id=16386 | PR16386 ]]) - should it also cover these attributes?
The problem is that the flag is back-end-specific, as seen in `test/Modules/explicit-build-flags.cpp`.
But while it is okay to add `noalias` metadata in backend, we really should be adding at least
the alignment metadata to the AST, since that allows us to perform sema checks on it.

Null-check and adjut a TypeLoc before casting it to a FunctionTypeLoc.

This has some interesting interactions with our existing extensions to
support C99 designated initializers as an extension in C++. Those are
resolved as follows:
* We continue to permit the full breadth of C99 designated initializers
in C++, with the exception that we disallow a partial overwrite of an
initializer with a non-trivially-destructible type. (Full overwrite
is OK, because we won't run the first initializer at all.)
* The C99 extensions are disallowed in SFINAE contexts and during
overload resolution, where they could change the meaning of valid
programs.
* C++20 disallows reordering of initializers. We only check for that for
the simple cases that the C++20 rules permit (designators of the form
'.field_name =' and continue to allow reordering in other cases).
It would be nice to improve this behavior in future.
* All C99 designated initializer extensions produce a warning by
default in C++20 mode. People are going to learn the C++ rules based
on what Clang diagnoses, so it's important we diagnose these properly
by default.
* In C++ <= 17, we apply the C++20 rules rather than the C99 rules, and
so still diagnose C99 extensions as described above. We continue to
accept designated C++20-compatible initializers in C++ <= 17 silently
by default (but naturally still reject under -pedantic-errors).
This is not a complete implementation of P0329R4. In particular, that
paper introduces new non-C99-compatible syntax { .field { init } }, and
we do not support that yet.
This is based on a previous patch by Don Hinton, though I've made
substantial changes when addressing the above interactions.

As per the discussion on D58375, we disable test that have optimizations under
the new PM. This patch adds -fno-experimental-new-pass-manager to RUNS that:
- Already run with optimizations (-O1 or higher) that were missed in D58375.
- Explicitly test new PM behavior along side some new PM RUNS, but are missing
this flag if new PM is enabled by default.
- Specify -O without the number. Based on getOptimizationLevel(), it seems the
default is 2, and the IR appears to be the same when changed to -O2, so
update the test to explicitly say -O2 and provide -fno-experimental-new-pass-manager`.

clang was encoding pointers to typedefs as if they were pointers to
structs because that is apparently what gcc is doing.
For example:

Allow the optimizer to remove unnecessary EH cleanups surrounding calls
to os_log_helper, to save some code size.
As a follow-up, it might be worthwhile to add a BasicNoexcept exception
spec to os_log_helper, and to then teach CGCall to emit direct calls for

Fixes assertion

It was triggered by trying to cast `FunctionDecl` to `CXXMethodDecl` as
`CGF.CurCodeDecl` in `CallBaseDtor::Emit`. It was happening because
cleanups were emitted in `ScalarExprEmitter::VisitExprWithCleanups`
after destroying `InlinedInheritingConstructorScope`, so
`CodeGenFunction.CurCodeDecl` didn't correspond to expected cleanup decl.
Fix the assertion by emitting cleanups before leaving
`InlinedInheritingConstructorScope` and changing `CurCodeDecl`.
Test cases based on a patch by Shoaib Meenai.

optimizer was updated to use intrinsics instead of functions (r349534), the corresponding

Fix places where the return type of a FunctionDecl was being used in
place of the function type
FunctionDecl::Create() takes as its T parameter the type of function
that should be created, not the return type. Passing in the return type
looks to have been copypasta'd around a bit, but the number of correct
usages outweighs the incorrect ones so I've opted for keeping what T is
the same and fixing up the call sites instead.
This fixes a crash in Clang when attempting to compile the following
snippet of code with -fblocks -fsanitize=function -x objective-c++ (my
original repro case):
void g(void(^)());
void f()
{
__block int a = 0;
g(^(){ a++; });
}
as well as the following which only requires -fsanitize=function -x c++:

mangle types of lambda objects captured by a block instead of creating a
new mangle context everytime a captured field type is mangled.
This fixes a bug in IRGen's block helper merging code that was
introduced in r339438 where two blocks capturing two distinct lambdas
would end up sharing helper functions and the block descriptor. This
happened because the ID number used to distinguish lambdas defined
in the same context is reset everytime a mangled context is created.

As discussed in https://reviews.llvm.org/D50144, we want Obj-C classes
to have the same mangling as C++ structs, to support headers like the
following:
```
@class I;
struct I;
void f(I *);
```
since the header can be used from both C++ and Obj-C++ TUs, and we want
a consistent mangling across the two to prevent link errors. Itanium
mangles both the same way, and so should the MS ABI.
The main concern with having the same mangling for C++ structs and Obj-C
classes was that we want to treat them differently for the purposes of
exception handling, e.g. we don't want a C++ catch statement for a
struct to be able to catch an Obj-C class with the same name as the
struct. We can accomplish this by mangling Obj-C class names differently
in their RTTI, which I'll do in a follow-up patch.

Add support for encoding type arguments for lightweight generics in
Objective-C++ mode. Additionally, add support for the `__kindof` modifier.
This should complete the coverage of the ObjC extensions that clang currently
supports under the MS style name decoration scheme.
This is implemented similar to the Objective-C lifetime qualifiers decoration:
a template specialization in the `__ObjC` namespace so that we can interoperate
with Microsoft's tools as well as ensure that we do not accidentally collide
with new features in the Microsoft implementation.
Since the `__kindof` appertains to the type and not the pointer, we apply the
template specialization to the underlying type instead of the pointer type.
Unfortunately, until D52581 is resolved, the generated name is not really
compatible with the MS tools as well as breaks interoperability with
Objective-C++ and C++.
