Philip Reames e6ad9ef4e7 [instcombine] Canonicalize constant index type to i64 for extractelement/insertelement
The basic idea to this is that a) having a single canonical type makes CSE easier, and b) many of our transforms are inconsistent about which types we end up with based on visit order.

I'm restricting this to constants as for non-constants, we'd have to decide whether the simplicity was worth extra instructions. For constants, there are no extra instructions.

We chose the canonical type as i64 arbitrarily.  We might consider changing this to something else in the future if we have cause.

David Green d96161a179 [ARM/AArch64] Move REQUIRES after update_cc_test_checks line. NFC
c17d9b4b12 added REQUIRES lines to a lot of Arm and AArch64
test, but added them to the very beginning, before the existing
update_cc_test_checks lines. This just moves them later so as to not
mess up the existing ordering when the checks are regenerated.

[Clang] Add AArch64 VCMLA LANE variants.
This patch adds the LANE variants for VCMLA on AArch64 as defined in
"Arm Neon Intrinsics Reference for ACLE Q3 2020" [1]

This patch also updates `dup_typed` to accept constant type strings directly.

[Clang] Add vcmla and rotated variants for Arm ACLE.
This patch adds vcmla and the rotated variants as defined in
"Arm Neon Intrinsics Reference for ACLE Q3 2020" [1]

The *_lane_* are still missing, but they can be added separately.

This patch only adds the builtin mapping for AArch64.
