Alexey Bataev 9a70017537 [OPENMP, NVPTX] Fix linkage of the global entries. 
The linkage of the global entries must be weak to enable support of
redefinition of the same target regions in multiple compilation units.

Alexey Bataev a8a9153a37 [OPENMP] Support for -fopenmp-simd option with compilation of simd loops 
only.

Added support for -fopenmp-simd option that allows compilation of
simd-based constructs without emission of OpenMP runtime calls.

Alexey Bataev 3f96fe6d44 [OPENMP] Support `reduction` clause on target-based directives. 
OpenMP 5.0 added support for `reduction` clause in target-based
directives. Patch adds this support to clang.
