Martin Storsjö fcb784db49 [clang] [MinGW] Default to WinEH (SEH) exception handling instead of Dwarf
The relevant runtime libraries have been updated to support this
now.

Martin Storsjö e8402d5de8 [clang] [MSVC] Enable unwind tables for ARM
The backend now can generate working unwind information for this
target.

Improve the existing windows-exceptions.cpp testcase to check for
the state of unwind tables on all MSVC architectures.

Fangrui Song 7647a8413b Fix -fno-unwind-tables -fasynchronous-unwind-tables to emit unwind tables
This matches GCC.

Change the CC1 option to encode the unwind table level (1: needed by exceptions,
2: asynchronous) so that we can support two modes in the future.

Jan Svoboda 56c5548d7f [clang][cli] Squash multiple cc1 -fxxx-exceptions flags into single -exception-model=xxx option
This patch enables marshalling of the exception model options while enforcing their mutual exclusivity. The clang driver interface remains the same, this only affects the cc1 command line.

Martin Storsjo 56f9c81c60 [Driver] Automatically enable -munwind-tables if -fseh-exceptions is enabled
For targets where SEH exceptions are used by default (on MinGW,
only x86_64 so far), -munwind-tables are added automatically. If
-fseh-exeptions is enabled on a target where SEH exeptions are
availble but not enabled by default yet (aarch64), we need to
pass -munwind-tables if -fseh-exceptions was specified.

Shoaib Meenai 09edbddee7 [Driver] Stop passing -fseh-exceptions for x86_64-windows-msvc
-fseh-exceptions is only meaningful for MinGW targets, and that driver
already has logic to pass either -fdwarf-exceptions or -fseh-exceptions
as appropriate. -fseh-exceptions is just a no-op for MSVC triples, and
passing it to cc1 causes unnecessary confusion.
