This also teaches MachO writers/readers about the MachO cpu subtype,
beyond the minimal subtype reader support present at the moment.
This also defines a preprocessor macro to allow users to distinguish
__arm64__ from __arm64e__.
arm64e defaults to an "apple-a12" CPU, which supports v8.3a, allowing
pointer-authentication codegen.
It also currently defaults to ios14 and macos11.

Update min deployment target in some tests so that they don't try
to link against libarclite and don't fail when it's not available.

If you build with -fobjc-arc, then -fobjc-link-runtime is implied but we
don't need to warn about it being unused in that case. rdar://12039965

NSNumber, and boolean literals. This includes both Sema and Codegen support.
Included is also support for new Objective-C container subscripting.
My apologies for the large patch. It was very difficult to break apart.
The patch introduces changes to the driver as well to cause clang to link
in additional runtime support when needed to support the new language features.
Docs are forthcoming to document the implementation and behavior of these features.
