A significant number of our tests in C accidentally use functions
without prototypes. This patch converts the function signatures to have
a prototype for the situations where the test is not specific to K&R C
declarations. e.g.,
void func();
becomes
void func(void);
This is the eleventh batch of tests being updated (there are a
significant number of other tests left to be updated).
marked as AlwaysInline or ForceInline.
This moves us to what gcc does with -fno-inline. The attribute approach
was discussed to be better than switching to InlineAlways inliner in presence
of LTO.

This behaves much like -fno-inline in gcc, but based on a discussion with
Daniel it was decided that -fno-inline-functions should subsume -fno-inline.
Please speak up if you object. The -fno-inline flag remains ignored.
