For ASan this will effectively serve as a synonym for
__attribute__((no_sanitize("address"))).
Adding the disable_sanitizer_instrumentation to functions will drop the
sanitize_XXX attributes on the IR level.
This is the third reland of https://reviews.llvm.org/D114421.
Now that TSan test is fixed (https://reviews.llvm.org/D120050) there
should be no deadlocks.

This is a simple enum attribute. Test changes are because enum
attributes are sorted before type attributes, so mustprogress is
now in a different position.
Since C++11, the C++ standard has a forward progress guarantee
[intro.progress], so all such functions must have the `mustprogress`
requirement. In addition, from C11 and onwards, loops without a non-zero
constant conditional or no conditional are also required to make
progress (C11 6.8.5p6). This patch implements these attribute deductions
so they can be used by the optimization passes.

Summary:
Right now to disable -fsanitize=kernel-address instrumentation, one needs to use no_sanitize("kernel-address"). Make either no_sanitize("address") or no_sanitize("kernel-address") disable both ASan and KASan instrumentation. Also remove redundant test.
